In August 2020, as the coronavirus pandemic ravaged state finances and their revenues dried up amid a huge Goods and Services Tax (GST) offset deficit, at least 10 states – all led by parties other than the Bharatiya Janata Party (BJP) – rejected the Centre’s proposal that states would borrow to meet the deficit. This escalated the fight between the Center and the state at the GST Board, with some states threatening to sue the Center in the Supreme Court if it backtracked on its commitment to fully compensate the states for lost GST revenue.
